Raney's environmental consulting services include preparation of CEQA and NEPA documents for both public and private sector clients, including Environmental Impact Reports, Environmental Impact Statements, Initial Studies, Negative Declarations, Mitigated Negative Declarations, and Environmental Assessments. In addition, Raney prepares Air Quality Impact and Greenhouse Gas Analyses for various types of development projects.

In January, 2003, Laurin Associates merged with Raney Planning and Management, Inc. and is now a division of the unified company. Laurin Associates was formed in 1981 to provide pre-development financial feasibility and policy analysis for cities, counties, and private development interest. Complementing Raney’s services, the Laurin Associates Division of the company offers clients with affordable housing and community development consulting services. President Tim Raney, AICP and Vice President Cindy Gnos, AICP have both served as local government planning staff and are experienced planners and facilitators.  Mr. Raney previously served as the Interim Community Development Director for the City of Oakley and is currently serving as the Community Development Director for the City of Wheatland.  Ms. Gnos served as a planner for the City of Sacramento and the City of Dixon and currently provides planning and consulting services for the Cities of Oakley and Woodland.

Raney provides contract planning services for both public-sector and private-sector clients, including, but not limited to conceptual land use planning, urban design, master planning, entitlement processing, responding to public inquiries, project screening and analysis, preparation of environmental documents, staff reports, request for proposals/qualifications, ordinances, variances, conditional use permits, project routing, and inter-agency coordination as well as general planning, community development, and redevelopment agency support.
