Market Studies assess the housing market and the need, demand and feasibility of success for proposed projects. Laurin Associates specializes in market studies for affordable and market rate housing of all types, including family, senior, farmworker, homeless and special needs populations. Our market studies meet the requirements of numerous affordable housing programs, including: TCAC, CDLAC; CalHFA, USDA Rural Development; and California Housing and Community Development bond and grant programs. Laurin Associates is an active member of the National Council of Affordable Housing Analysts (NCAHMA), providing ongoing training for market analysts.
Tax Credit, Tax-Exempt Bond and State Bond Applications
Laurin Associates works with for-profit and non-profit developers to complete and package applications for tax credits, tax-exempt bonds and State bond programs, such as MHP. We work with the developers to structure competitive applications that meet all threshold requirements and demonstrate project feasibility. Additionally, when projects are completed we can prepare the placed-in-service package for tax credits.

Residential Relocation Plans and Implementation
Our staff has worked with developers, housing agencies and local governments to successfully complete numerous permanent and temporary tenant relocations. We prepare relocation plans, educate tenants, provide requisite notices and reports, and coordinate and implement all activities related to local, State, and Uniform Relocation Act (URA) requirements.

Labor Standards Compliance
Public funding of a project often triggers federal Davis Bacon and/or state prevailing wage requirements. Since 2002, Laurin Associates has been assisting municipalities and developers with labor compliance monitoring for both commercial and residential projects.

Annual Monitoring for HOME-Assisted Rental Projects
Pursuant to Federal and State regulations, rental projects that receive HOME assistance must be monitored annually to determine compliance with all HOME regulations. Our services include noticing the project owner/manager and sending requisite forms to be completed, performing a site visit and inspection, tenant file reviews, and completing the Monitoring Summary Letter. We work with the owner and management to address any “Findings” until a Clearance Letter can be issued to HCD.

Housing Elements
State law requires each local government entity to adopt a comprehensive long-term general plan for the physical development of their city or county. The Housing Element is one of the seven mandated elements composing the General Plan. Laurin Associates has worked with numerous local governments to prepare an effective Housing Element that meets the substantial compliance requirements of HCD, while setting forth realistic goals to guide housing policy and production. Our services include updates and amendments, annual progress reports, and CEQA required initial studies.
